The 2026 Community Academy will be held Thursday evenings from June 11th through July 9th, 2026, from 6:00 p.m. to 8:00 p.m.

This Program is for You if:
- You’ve ever wanted a behind-the-scenes look at how the City of Atwater operates
- You’re interested in serving on a board, commission, or in local government
- You want to better understand how City decisions are made and how funds are allocated
- You’re looking for ways to get more involved in your community
About the Program
The City of Atwater Community Academy is a free, 5-week program designed for individuals who live, work, or have a connection to Atwater.
Participants will gain a deeper understanding of City operations through presentations, discussions, and interactive activities led by City staff. Topics include government structure, community development, infrastructure, budgeting, public safety, and policymaking.
This program offers a unique behind-the-scenes look at City services while fostering collaboration and strengthening community relationships.
Community Academy Goals
- Provide insight into how City decisions are made and services are delivered
- Increase understanding of the City’s budget and funding sources
- Share information about current projects, priorities, and future planning
- Encourage civic engagement and participation in public processes
- Build strong partnerships between the community and the City
Class Structure
Each session will include a mix of:
- Presentations from City staff
- Interactive discussions and activities
- Tours or demonstrations
Participants may receive brief pre-reading materials each week (no more than 20 minutes) to help prepare for the topic.
Participation
Participants must:
- Be at least 16 years of age
- Have a connection to the City of Atwater

Week 1 – Intro to Government 101 (June 11th)
- Welcome and program overview
- Understanding how local government works
- Roles of the City Council, City Manager, and departments
Week 2 – Public Safety (June 18th)
- Police and Fire Department operations
- Emergency preparedness and response
- Community safety programs and partnerships
Week 3 – Finance Department (June 25th)
- Overview of the City budget
- Revenue sources and expenditures
- How financial decisions are made
- Interactive budgeting activity
Week 4 – Community Development & Public Works (July 2nd)
- Planning, zoning, and development process
- Permitting and growth in Atwater
- Public Works operations, infrastructure, and capital projects
Week 5 – Policies & Civic Engagement (July 9th)
- Public meetings and decision-making processes
- Key policies and laws guiding City operations
- How to get involved: boards, commissions, and volunteering
- Program wrap-up and graduation
Location
Sessions will be held at various locations throughout the City, including:
- City Hall / Council Chambers
- Public Works facility
- Police Department
- Fire Station
Locations may vary depending on the topic of the week.

The City provides water, waste water treatment, and garbage - sanitation. Electrical power is provided within the City of Atwater by either Pacific Gas & Electric (PG&E) or the Merced Irrigation Company (MID). Links to both utilities is provided below.

Downtown Pedestrian Project - Phase 3:
The project proposes constructing new curbs/gutters, sidewalks, curb ramps, replacement residential driveway approaches, and conform paving as required. Improvements are proposed along Linden Street, Oak Avenue, Mulberry Avenue, Laurel Avenue, Kadota Avenue, Juniper Avenue, Third Street, and First Street.
Downtown Pedestrian Project - Phase 4:
The project proposes constructing new curbs/gutters, sidewalks, curb ramps, replacement residential driveway approaches, and conform paving as required. Improvements are proposed along Holly Avenue, Hemlock Avenue, Grove Avenue, Fir Avenue, Elm Avenue, Eucalyptus Street, Packers Street, and High Street.
